William Gravell, President, Diogenes Group, LLC

Bill Gravell is the President of the Diogenes Group, LLC, a consulting company headquartered in northern Virginia. He advises and supports the US federal government, senior corporate executives and high-technology companies. Bill also serves part-time as the Special Advisor to the Secretary of the Navy for Identity Management.

From 1999-2006, Mr. Gravell worked in the Washington-area defense industry in increasingly-responsible positions related to Information Assurance and, since September 11, 2001, Identity Management.

During this period, Bill was appointed to five different task forces of the Defense Science Board, culminating in his co-Chairmanship of the Task Force on Biometrics, which reported out in early 2007. He also served on appointive advisory boards and committees supporting the President, the Departments of Defense and Homeland Security, and the Central Intelligence Agency. He held additional board-level positions in industry associations related to security, and fellowships at Washington-area think tanks.

From 1973 to 1999, Bill served as a U.S. Naval officer, retiring in the grade of Captain. Key shore assignments included command of intelligence-collection field stations in the Middle East and Europe. He exercised pioneering leadership roles in the Navy Command, Control, and Communications Countermeasures (C3CM) Program, and the Joint Staff Information Warfare (and later, Information Assurance) effort. Additionally, Bill served at sea and on foreign shores from 1973-1982 in the performance of intelligence-collection operations, primarily as a naval crypto logic officer.

Mr. Gravell is a graduate of the U.S. Naval Academy (International Security Affairs), and an honors graduate of the Defense Language Institute, Monterey, California (Russian language and area studies).
